Maximising impact and minimising burdens
– through proportionate design and consistent implementation of EU-laws
Welcome to a seminar hosted by Näringslivets Regelnämnd (NNR) – the Board of Swedish Industry and Commerce for Better Regulation on the results of the OECD’s fourth Regulatory Policy Outlook 2025 and the third edition of the report Better Regulation Practices Across the European Union.
Among OECD member states, how has the ranking evolved regarding governance and better regulation—and how does Sweden’s performance compare to that of other countries? And what about the progress made by Sweden and other member states in relation to the EU regulatory process?
What further steps can EU member states take to ensure business-friendly EU legislation, enforcement, and implementation? What can be learned from the Swedish Implementation Council and its equivalent in Denmark, the Danish Business Regulation Forum? Are these examples that other member states could follow?

The seminar will centre around discussions on:

  • Sweden’s performance in the OECD’s surveys
  • The EU process – the role of Member States and Sweden’s efforts
  • New initiatives and potential areas for further improvement
  • Remaining gaps in the regulatory process that need to be addressed
The aim is to highlight the initiatives that have been taken, discuss additional measures that need to be implemented and explore new approaches to achieve a more effective regulatory process and a more complete regulatory policy cycle. We will also learn more about initiatives from two Nordic EU member states aimed at achieving effective design and implementation of EU legislation:
